Additional Information: I was level 3 at the time, not 100% sure HOW he hit me, because it's wasn't with the DFS spec.

Any level can attack another now, it isn't exactly a glitch.
I'd still warn them for attacking a level under 20 if they're over level 80 though.

Sorry for posting on this after Anthony said he'd be sorting it out, just wanted you to know for future reference.

By the way Anthony, next time you post-to-solve, close the topic if people begin to spam after (ONLY REPORT A PLAYER)
